President Donald Trump’s decision to impose what critics describe as an energy blockade on Cuba is intended to pressure the island’s communist government, which many analysts believe is facing one of the most serious crises in its history. The policy aims to cut off fuel supplies to the country, worsening an already fragile economic situation and placing additional strain on Cuba’s roughly 10 million residents. The restrictions are intensifying long-standing shortages of food, medicine, and basic services. Limited fuel supplies have also disrupted transportation and electricity production, making it harder to deliver clean water and essential goods across the island.

Sebastián Arcos, interim director of the Cuban Research Institute at Florida International University, warned that the situation inside Cuba is rapidly deteriorating. He said several health crises are spreading across the population while the government has increased repression as it attempts to maintain control. According to Arcos, the Cuban leadership has historically survived severe economic hardship, but the current circumstances may prove more difficult to endure. Trump has suggested that the United States could pursue what he described as a “friendly takeover” of Cuba, potentially resembling the approach Washington has taken toward Venezuela. In that scenario, political leadership could change while state institutions remain largely intact, with greater economic cooperation with the United States.

Secretary of State Marco Rubio is reportedly playing a central role in the administration’s strategy. Reports indicate he has been in contact with Raúl Guillermo Rodríguez Castro, the grandson of former Cuban leader Raúl Castro. Rodríguez Castro is believed to hold significant influence within GAESA, the powerful military-run conglomerate that controls large sectors of Cuba’s economy. Meanwhile, the administration is also dealing with escalating tensions in the Middle East following U.S. and Israeli military strikes against Iranian nuclear sites. The White House stated that Rubio notified senior congressional leaders prior to the operation, briefing most members of the so-called “Gang of Eight,” the group responsible for oversight of sensitive intelligence matters.
