House Passes Bill To Scrutinize Taliban Funding…

The Republican-controlled House of Representatives has passed legislation designed to prevent international funding from reaching the Taliban. The measure, known as the No Tax Dollars for Terrorists Act (H.R. 260), declares that U.S. foreign policy should oppose financial assistance to the Taliban from foreign governments or nongovernmental organizations, particularly those that receive aid from the United States. Republican Representative Tim Burchett of Tennessee, who introduced the bill, said Afghans who oppose Taliban rule have told him that much of the international cash aid sent to Afghanistan ends up under Taliban control. Speaking on the House floor, Burchett claimed that nearly all cash assistance sent to the country ultimately reaches the Taliban government. He argued that American taxpayers should not indirectly support a regime that is hostile to the United States.

The legislation requires the Secretary of State to develop a strategy within 180 days aimed at discouraging foreign governments and organizations from providing assistance that could benefit the Taliban. It also directs the State Department to identify ways to support Afghan women and former U.S. military partners and to deliver regular reports to Congress on aid flowing into Afghanistan. Democratic Representative Jonathan Jackson of Illinois acknowledged the bill’s bipartisan support but criticized the administration for not clearly explaining its Afghanistan strategy. He said lawmakers need greater transparency regarding U.S. priorities in the region.

The bill passed the House by voice vote without objections and now heads to the Senate. Separately, lawmakers also passed the Protecting American Energy Production Act, introduced by Republican Representative August Pfluger of Texas. The bill would prevent any future president from banning hydraulic fracturing unless Congress authorizes the action.
