The U.S. House of Representatives has narrowly approved the SPEED Act, a major piece of legislation designed to accelerate federal permitting for large-scale artificial intelligence data centers and the energy infrastructure needed to support them. The measure passed Friday by a 218-213 vote, reflecting deep partisan divisions while underscoring broad recognition that AI has become a central issue for America’s economic future and national security.
At the heart of the legislation are significant changes to the National Environmental Policy Act (NEPA), which governs environmental reviews for major federal projects. The bill would streamline the permitting process by shortening environmental review timelines and reducing the statute of limitations for legal challenges from six years to just 150 days. Supporters argue that these reforms are necessary to eliminate lengthy delays that have slowed the construction of critical infrastructure.
Republican Rep. Bruce Westerman of Arkansas, the bill’s lead sponsor, described expanding AI computing capacity as a national priority. He emphasized that the United States must move quickly to strengthen its technological capabilities for both civilian and military applications while maintaining a competitive advantage over China in the rapidly evolving AI race.
The legislation has also received backing from several major technology companies, including OpenAI, Microsoft, and Micron, all of which argue that faster permitting is essential to meeting the growing demand for AI computing facilities and the massive amounts of electricity they require.
Debate over the bill intensified before the final vote as some conservative Republicans sought amendments preserving previous executive actions limiting offshore wind development and other renewable energy initiatives. Most Democrats opposed the final measure, arguing that it fails to modernize the permitting system in a balanced way. Representative Scott Peters of California criticized the legislation for reinforcing what he called an outdated permitting framework and suggested that the Senate could produce a more bipartisan compromise.
The House vote also coincides with a new Trump administration initiative known as the U.S. Tech Force, a two-year effort to recruit roughly 1,000 engineers and technical specialists to modernize federal AI systems. The program is expected to work alongside major technology companies, including Amazon Web Services, Apple, Google, Nvidia, Oracle, and Palantir, to strengthen the federal government’s AI capabilities.
Taken together, the SPEED Act and the Tech Force initiative are intended to address two of the nation’s biggest AI challenges: reducing regulatory delays that slow infrastructure projects and expanding the technical workforce needed to compete globally. The legislation now moves to the Senate, where lawmakers are expected to debate potential revisions before deciding whether to send the bill to the president’s desk.
